Everywhere else should be static/non panning, tilting. Why would you want PTZ for each camera? I understand that seems like it would allow flexibility, but what happens when you leave the camera pointing away from where something happens? The PTZ is useful to investigate (the zoom is what makes this useful). Please read this as someone who thinks they understand where you are in this process.
